Vande Mataram to be played before National Anthem
Context:
The Ministry of Home affairs has issued fresh instructions to States and government bodies stating that the National Song, Vande Mataram, should be sung or played before the National Anthem, Jana Gana Mana, when both are performed at an event.
Key Guidelines:
When both songs are performed, Vande Mataram must be sung or played first.
The official version consists of all six stanzas and is approximately 3 minutes and 10 seconds long.
The audience must stand at attention whenever the official version is sung or played.
Standing is not required if the song is played as part of a newsreel or documentary, as it may interrupt the exhibition and create disorder.
The official version should be accompanied by mass singing during the unfurling of the National Flag and on cultural or ceremonial occasions (other than parades).
When played by a band, the song will be preceded by a roll of drums to alert the audience, unless there is another specific indication.
Occasions for Singing:
The “National Song is to be sung on arrival and departure of the President at formal state functions and other functions organised by the government, immediately before and after the Presi dent addresses the nation over All India Radio and television.
It is to be sung on the arrival and departure of the Governor/Lieutenant-Governor at formal state functions.
In schools, the day's work may begin with community singing of the National Song.
Historical and Legal Aspects:
Written by Bankim Chandra Chatterjee, it emerged as a rallying cry during the Swadeshi movement (1905-08).
While the Constituent Assembly accorded it equal honor to the National Anthem, there are currently no penal provisions for disrespecting the National Song, unlike the specific protections for the National Anthem.
