  • Context:

  • According to Census 2011, India faces a significant literacy challenge with 25.76 crore non-literate individuals aged 15 and above.

  • Despite previous progress, an estimated 18.12 crore adults remain non-literate.

  • This underscores the urgent need for this initiative.

  • About ULLAS:

  • It is also Known as Nav Bharat Saaksharta Karyakram or New India Literacy Programme (NILP).

  • It is a centrally sponsored initiative aligned with the National Education Policy (NEP) 2020.

  • The motto is Jan Jan Sakshar (Literacy for All).

  • The scheme targets all non-literates aged 15 years and above who missed the opportunity to access formal schooling.

  • Key Objectives & Components:

  • The scheme aims to empower learners by imparting:

  • Foundational Literacy and Numeracy (Basic reading, writing, and numeracy skills)

  • Critical Life Skills that include financial literacy, digital literacy, commercial skills, healthcare and awareness, child care and education, and family welfare.

  • Vocational Skills like skill development (with a view towards obtaining local employment).

  • Basic Education that includes preparatory, middle, and secondary stage equivalency.

  • Continuing Education that includes engaging holistic adult education courses in arts, sciences, technology, culture, sports, and recreation.

  • Implementation:

  • The programme is implemented through volunteerism, promoting social responsibility and a sense of duty.

  • It utilizes the ULLAS Mobile App.

  • It serves as a digital gateway for learners and volunteers to register and access learning resources.
