Solid Waste Management Rules 2026- IEC Campaign:

The SWM Rules 2026 update the earlier SWM Rules 2016 (notified under the Environment Protection Act, 1986) to incorporate emerging waste streams and stronger Extended Producer Responsibility (EPR) frameworks.

Parent Statute: Notified under the Environment (Protection) Act, 1986.

Coverage: Urban Local Bodies (ULBs), Rural Local Bodies (RLBs), industrial townships, SEZs, airports, ports, railway stations, defence establishments and places of pilgrimage.

Source Segregation: The SWM Rules, 2026 mandate four-stream segregation at source into Wet, Dry, Sanitary and Special Care waste.

Extended Producer Responsibility (EPR): Producers, importers and brand owners are responsible for the end-of-life management of their products- already operational under Plastic Waste Management Rules, E-Waste Rules, Battery Waste Rules and Tyre Waste Rules.

Polluter Pays Principle & Precautionary Principle: Foundational doctrines of Indian environmental jurisprudence (Vellore Citizens Welfare Forum v. Union of India, 1996).
