Prime Minister’s Development Initiative for North East Region (PM-DevINE)
Context:
Recent parliamentary updates provided by the Ministry of Development of Northeastern Region (MDoNER) highlight the progress of the PM-DevINE scheme.
As of February 28, 2026, 48 projects worth ₹6,044.36 crore have been sanctioned to address developmental gaps in the region.
Background and Objectives:
The scheme was initially announced in the Union Budget 2022-23 with an initial allocation of ₹1,500 crore to bring the North-East at par with other developed regions.
Designed in the spirit of PM GatiShakti, the initiative aims to fund critical infrastructure and social development projects.
It places a specific emphasis on enabling livelihood activities for youth and women.
The scheme seeks to rectify years of neglect and geographical isolation that led to under-development in the region's diverse cultural and human capital landscape.
Financial Outlay and Current Progress:
The scheme was approved by the Cabinet with a total financial outlay of ₹6,600 crore for a four-year period, covering FY 2022-23 to FY 2025-26.
The 48 sanctioned projects span multiple critical sectors, including connectivity, power, and social infrastructure.
Among the eight North Eastern states, Assam holds the highest sanctioned project cost (₹1,402.50 crore for 4 projects), followed by Meghalaya (₹773.90 crore for 7 projects).
To date, three projects worth ₹176.11 crore have been successfully completed in the social and livelihood sectors.
Implementation Mechanism:
Projects under the PM-DevINE scheme are proposed and implemented by the concerned State Governments or agencies based on identified local needs and infrastructural gaps.
The continuation of the PM-DevINE scheme for the next Finance Commission cycle is currently being examined and will be decided in accordance with prescribed appraisal guidelines.
