What You Should Know?
PMJVK is a Centrally Sponsored Scheme launched by the Ministry of Minority Affairs to address development deficits in Minority Concentration Areas (MCAs) based on Census 2011 data.
It is a restructured version of the earlier Multi-Sectoral Development Programme (MsDP) and continues to support ongoing projects sanctioned under MsDP.
The scheme is aimed at improving the socio-economic conditions and basic amenities of minorities to bring them on par with the rest of the country.
Areas covered under PMJVK:
Minority Concentration Blocks (MCBs), Minority Concentration Towns (MCTs), and Clusters of Minority Concentration Villages (CoVs) are core implementation units.
Minority Concentration District Headquarters (MCD Hqrs) have been newly added as eligible implementation areas under the scheme.
The Minority Concentration Areas (MCAs) are identified using a combination of minority population concentration and socio-economic indicators from Census 2011.
Criteria for identifying Minority Concentration Areas (MCAs):
Religion-specific socio-economic indicators include literacy rate, female literacy rate, work participation rate, and female work participation rate.
Basic amenities indicators include the percentage of households with pucca walls, electricity, safe drinking water, and latrines within premises.
Key features of PMJVY:
80% of the scheme’s total allocation is devoted to education, health, and skill development, ensuring focused investment in human capital development.
At least 33–40% of this investment is earmarked for creating infrastructure for women and girls, promoting gender inclusion.
Project proposals can be submitted by State/UT Governments, as well as Central Government Departments, PSUs, Universities, and Armed Police Forces.
The scheme focuses on infrastructure development to reduce imbalances and promote inclusive growth in minority-populated regions.
