PIB Year End Review: Ministry of Panchayati Raj

Context:

The Ministry of Panchayati Raj recently released its Year End Review 2025

It highlights significant strides in digital governance, rural property validation, and the empowerment of tribal communities through the PESA Act.

Key Initiatives:

SVAMITVA (Survey of Villages and Mapping with Improvised Technology in Village Areas):

Launched in April 2020, SVAMITVA provides legal ownership of rural residential land using drone-based surveys

SVAMITVA was implemented by the Ministry of Panchayati Raj with support from Survey of India and National Informatics Centre Services Inc. (NICSI)

This enables villagers to use their property as a financial asset.

The scheme reached a major milestone with the generation of over 2.75 crore rural property cards

Drone flying surveys have been completed in 2.95 lakh villages, facilitating the creation of accurate land records.

SabhaSaar:

It is an AI-enabled tool launched to streamline Gram Sabha operations

It assists in transcribing, translating, and summarizing Gram Sabha meetings.

Developed by: Union Ministry of Panchayati Raj, integrated with Bhashini, the National Language Translation Mission.

It ensures accurate record-keeping and makes governance more accessible.

Rashtriya Gram Swaraj Abhiyan (RGSA):

CCEA approved continuation of the revamped CSS of RGSA for implementation during the period from 1st April 2022 to 31st March 2026.

The scheme is now co-terminus with the 15th Finance Commission.

Aim: To develop governance capabilities of Panchayati Raj Institutions (PRIs).

Objectives: It envisaged developing governance capabilities of Panchayati Raj Institutions (PRIs) to deliver on the Sustainable Development Goals (SDGs).

The Revamped RGSA focuses on the Capacity Building and Training (CB&T) of Panchayati Raj Institutions (PRIs)

During the year, over 31 lakh Elected Representatives (ERs) and other stakeholders were trained to enhance the efficiency of grassroots governance

PESA Mahotsav 2025:

A national-level conference held in New Delhi to celebrate the Provisions of the Panchayats (Extension to the Scheduled Areas) Act, 1996 (PESA Act)

The theme is Tribal Self Governance

It was announced that PESA Mahotsav will be an annual event and Chhattisgarh selected to host the next edition.
