Context: About 964 children have been rescued since the formation of an Anti-Child Trafficking Cell, the National Commission for Protection of Child Rights (NCPCR) said. 

Important Pointers:  

  • Establishment: Constituted in 2007 under the Commission for Protection of Child Rights (CPCR) Act, 2005, the NCPCR functions under the Ministry of Women and Child Development. 

  •  Mandate: Ensures that all laws, policies, programs, and administrative mechanisms align with the child rights perspective enshrined in the Indian Constitution and the UN Convention on the Rights of the Child. 

  •  Composition: Comprises a chairperson and six members (at least two women) with expertise in fields such as education, child health, juvenile justice, child psychology, and laws related to children. 

  •  Functions: Examines and reviews safeguards for child rights, investigates violations, promotes research, raises public awareness, and inspects institutions housing children to ensure proper standards. 

  •  Powers: Holds powers equivalent to a Civil Court, including summoning witnesses, requisitioning documents, receiving affidavits, and recommending legal proceedings or interim relief for affected children. 

Initiatives: 

  •  POCSO e-Box: An online complaint mechanism developed by NCPCR to enable children to report sexual abuse directly and confidentially. 

  •  Samvardhan: A targeted initiative for combating child trafficking through vulnerability mapping and integration with existing government mechanisms. 

  •  MASI App: A mobile application created to facilitate real-time digital monitoring of Child Care Institutions (CCIs) across India. 

  • GHAR Portal: A digital platform launched to monitor and track the restoration and repatriation of children in need of care and protection.
