India-Russia Intergovernmental Commission (IRIGC)

Context:

The IRIGC serves as the primary institutionalized mechanism to monitor and guide the Special and Privileged Strategic Partnership between India and Russia

Structure & Key Divisions:

The Commission is divided into two main bodies working at the governmental level:

IRIGC-TEC (Trade, Economic, Scientific, Technological and Cultural Cooperation) headed by the India’s External Affairs Minister (EAM) and Russia’s First Deputy Prime Minister

It monitors progress in trade and economic sectors, addresses trade barriers, and executes economic cooperation programs

IRIGC-M&MTC (Military & Military-Technical Cooperation) headed by the Defence Ministers of both countries

It focuses on joint research, development, and production of defence technologies (for example, BrahMos, Su-30MKI) rather than just a buyer-seller relationship

The '2+2' Dialogue:

This was established in December 2021.

It involves the Foreign and Defence Ministers of both countries meeting simultaneously

The purpose is to discuss strategic and security issues alongside Summit-level talks between the Prime Minister and the Russian President.
