Himachal Pradesh became India’s fifth ‘fully literate’ state/UT with 99.3% literacy, recognized under the ULLAS program. Full literacy is defined as achieving 95% literacy, measured via adult training and the Functional Literacy Numeracy Assessment Test (FLNAT).

Definition of Literacy

Full literacy: According to Ministry of Education- Achieving 95% literacy in a state/UT.
ULLAS Program:
ULLAS (Understanding Lifelong Learning for All in Society) launched in 2022, aims for 100% literacy by 2030.
It targets adults aged 15+ who missed formal schooling.
Learners take the Functional Literacy Numeracy Assessment Test (FLNAT), a 150-mark evaluation in reading, writing, and numeracy.
Aligned with UN SDG 4 and National Education Policy 2020 for adult education.
